If the Flobots were originally coalition and instilled to upload the principles of what one can only guess is the Declaration of Independence, why would they wear the bandanas??? Hmmm, both '13's are yellow, and have a remarkably similar facial structure, but a little different body structure - either there are two different 13s, or there could be some sort of 'armor' that diplomat/technician models can 'add on'...
